    I would like to say thank you for taking the time to report the error as all community help in reporting bugs is very valued.

     

    However, I can confirm with certainty this is not a bug. It is 1000% percent possible to obtain the caught data for Lugia without actually catching it. You may do this by defeating the Lugia NPC mini-boss twice in battle.
