Hi there. I'm happy to inform you that Talonflame isn't banned in Ranked PvP. You can check for the list of banned pokemon in Ranked PvP here. However, it's important to note that Gale Wings and Fly together is forbidden in Ranked PvP. As quoted,

Fly + Gale Wings - (Fly gets priority in its first phase and looses this priority in its second phase).

Also, before you initiate a Ranked PvP Battle, please make sure to read up on our PvP Rules to prevent any infractions.
