I'm sorry for the inconvenience.

It seems like you have already completed the SS Anne part, on your Jadil account, and obtained the HM Cut, which you used to beat the 3rd Gym obtaine the Thunder badge.

After you have won the Thunder Badge, head East to Route 11. Here you can talk to a karate expert outside of Diglett's Cave and he will move out the way. Pass the cave in order to reach route 2 and head south entering in the stophouse, make sure to have the caught data of 10 different pokemon and talk with the professor oak's aide to obtain flash.

Once you have flash, go back to Cerulean City and head east of Route 9 an continue your adventure.
