Hi there. Sorry for the inconvenience. Unfortunately if you lose to one of the grunts in Mt. Silver, they will go on a 2 hour cooldown. For more information on Mt. Silver, feel free to check out our Mt. Silver Walkthrough. In the mean time, I suggest you train your pokemon outside Mt. Silver or in Victory road to prepare to battle these rocket grunts. Using potions and revives may also be useful.
