Can't teach ability

I can't teach my Hypno Dreameater in Viridian City.

 

Since Hypno is a Psycho Pokemon, whose name is literally part of the word Hypnosis, which is a requirement to be even able to use Dreameater, I'm massively confused why I can't teach it Dreameater.

 

In Gen 1 + 2 Dreameater could be tought to Hypno with TM42. In Gen 4 + 5 + 6 it was renumbered to TM85.

edit2: This is a literal quote from the Dreameater teacher in Viridian City: "And his best friend, a Hypno, comes and feeds off my dreams like it is a bowl of cereal."

Acoording to Bulbapedia, dream eater can not be taught to Hypno by tutoring, It can only be taught by TM. However Dreameater is currently not available as a TM in game (only available by tutoring).

There is one big flaw to this:

 

In all generations except for III ( I + II + IV + V +VI ) Dreameater was taught via TM. III was the only Generation in which it was taught via tutoring. The kid in Viridian City tutoring Dreameater is in reference to a NPC in Gen III that did exactly the same: Tutor Dreameater. Dreameater was not available as a TM in Gen III.

 

In all 5 generations that are not III, TM training Dreameater was the only way of learning that skill and Hypno was able to learn it in all 5.

In Gen. III Tutor training Dreameater was the only way of learning that skill and Hpyno was eligible to learn it.

 

So why is Hypno not eligible to learn Dreameater in Pokemon Revolution Online? Because it is based on Gen 6.

Why was Hypno not eligible to learn Dreameater via tutoring in Gen 6? Because teaching Dreameater in Gen 6 via tutoring was never available.

 

How to fix:

 

a) Include Dreameater as a TM.

 

- or -

 

b) Adjust Hypno's tutoring rulesets for Dreameater to those of gen III, in which he was able to learn it.
