I would like to inform you that in order to take the ticket for the SS Anne you have to head north of Cerulean City and reach route 25. From there, enter Bill house and interact with him. He will ask you to find his book, that you is located under his pillow. After you have given Bill his book, he will reward you with the ticket for the SS Anne that you can use to enter the SS Anne Ship/Boat.
