I'm sorry for the inconvenience.

I would like to inform you that Skarmory can indeed learn Counter. To teach it to your Skarmory, go to the Celadon Mart at the 3rd Floor and interact with the Counter Tutor.

Do note that the cost of the move is 5000 pokedollars.
