Starlight Posted January 20, 2016 Share Posted January 20, 2016 Just to add, the same also applies to any other location where a bridge is over a surf-able water. For example, the water in Cerulean Cave's first floor, with a bridge above it. If you encounter a Pokemon while under the bridge, the background is the cave land one, instead of the cave water one.
