I'm sorry for the inconvenience.

It seems like you've reached the meteor falls from Rustboro City, and therefore it is normal that Solrock is blocking your path.

I would like to inform you that in order to reach jackson to battle him, you have to pass from Route 114, which is located south-west of Fallarbor Town.

To reach Fallarbor Town, head north of Mauville City and, once in route 12, pass the fiery path that will lead you to route 111 north. From there, continue your path until you reach fallarbor town.
