I would like to inform you that in order to access the Pokemon Tower you must have beaten the Celadon Gym first. Then, go to Mr. Fuji’s house and interact with the notes found on his table.

Could you please check if you've beat already the Celadon Gym and, in case you did not that yet, interact with Mr. Fuji's notes in his house?
