Hello there, Mitsunagi. Thank you for the report, but I'm afraid that it is not a valid one. These Team Rocket Grunts were sent there from an Abra, to "take care of them". It is a part fo the quest and it's not a bug. It is explained when you interact with one of the NPCs in the map. I will close this thread now as it is not a bug.
