Before we start, I'd like to apologize for the delay and thank you for reporting this bug to us. As you explained above, White Herb indeed does not get consumed after using moves such as Shell Smash, while it should not happen. It will be forwarded to the appropriate parties, looking for a fix. In any case, PvP code rework is already planned for the future, but I'm afraid there's no Estimated Time of Arrival (ETA) on that.
