It is not normal, and usually is a result of a bug, in the code. If you battled the mewtwo later, it seems that the error has been fixed :)

I would like to inform you that the issue has been forwarded to our content scripter team that will look into that.

Unfortunately, there is not an estimated time as for when the issue will be solved, please be patient in the while and remember that when we update the game we always make an announcement on our OFFICIAL PRO DISCORD.

Nevertheless, you should be able to fight it normally when the mini-boss is not in cooldown.
