I want to ask about legendaries spawn in birth island does it need that I had done the quest before or i can find à legendary there even that I didn't did the quest yet?

Today when i got my ticket i found a zoroark there so i wonder if it is just luck or i need the quest to be done before.

I would like to inform you that yes, you first need complete the quests for the Legendary Pokemon in order for them to spawn there. For example, if you have not completed the Latios/Latias quest yet, then they will not have a chance to spawn at Birth Island.
