Thing is, after at last getting my 240 pokes, i went to challenge lance at DD b1f, and he said "u don´t even know what am i doing here" or something along those lines.

So i went all the way back to cerulean cave to talk to the guard, which, to my surprise, wasn´t there, probably because i already talked to him.

Is there something i am skipping on my way to attain the entrance to cerulean cave? 242 hr played so far, and yes, i took a lvl 100 team with me to fight lance

That's not the Cerulean entrance.

 

That is Cerulean Cave entrance:

 

Go west to route 4, go the way up and than go east and surf, or go left after the bridge and than to route 24. Surf all the way downhill.
