I'm sorry for the inconvenience.

I would like to inform you that in order to be able to reach Birth Island you need to have completed Sinnoh, and therefore you need to be Sinnoh Champion.

Also, do keep in mind that in order to be able to catch another legendary, like latios or latias(in base of what you have already), you need to have completed the respective quest.
