It came up with an error when i tried to buy dig, and said that i should contact a staff member, so i assumed this was the best place to contact someone.

I'm sorry for the inconvenience.

Could you please post a screenshot the error you're getting while trying to interact with the NPC?

Also, it seems like you have 15 Pokémon native of Johto caught and therefore you should be able to use it.
