Go to saffron where you started the train quest. From there you can find the train to trainer's valley. I would like to inform you that, as you correctly stated, you are currently meeting all the requirements required to access the Trainer Valley. However, as stated by @Quantumgoku -which i want to thanks for the help-, you can access the Trainers Valley only from the Saffron/Goldenrod Train Station.
