I have done the HM fly quest and have challenged boss RED already but i can not reach the way to TRAINERS VALLEY ?1553059980752.thumb.png.1cededd945b1d3c089f4ef710b9718c2.png

Trainer valley train is available in saffron train head quarters not in any Pokemon centers. Go to saffron where you started the train quest. From there you can find the train to trainer's valley.

I'm sorry for the inconvenience.

I would like to inform you that, as you correctly stated, you are currently meeting all the requirements required to access the Trainer Valley.

However, as stated by @Quantumgoku -which i want to thanks for the help-, you can access the Trainers Valley only from the Saffron/Goldenrod Train Station.
