In order to evolve Togetic to Togekiss, all you need to do is to use the Shiny Stone on your Togetic from your inventory to it. Here's how: https://gyazo.com/8bfc8986c9fbd0920e315a7d250a395e Based on this gif I sent, try to do the same thing and your Togetic should evolve to Togekiss.
