I'm sorry for the inconvenience.

I would like to inform you than Leev Island can be accessed from Lilycove City Harbor once you are Hoenn Champion and you have an active membership.

Do note that not all the areas of Leev Island can be accessed instant but that some, liek jura cave, need you to complete the quest that you find on the island first.
