I'm sorry for the inconvenience.

I would like to inform you that the only way to obtain a Pikachu in its Halloween Form right now is buying it from another player as the Halloween Themed Pokémon are exclusive pokemon that can be caught only during the Halloween event-period.

Unfortunately i cannot telly you if in the future they will be made available again, however as for now the only way to obtain them is buying them from other players throught the in-game trade chat or the FORUM - TRADE ZONE
