Before you speak with him, go to the Poke Center and show in your Box, you have a new pokemon with a Item. Drag the Pokemon in your Team and receiving the Item. Now go to the Officer in Goldenrod City and give him the Item. Take the letter from spearow and hand it to to the Officer.
