In order to use Dig outside of battle, the Pokemon with the move in its moveset needs to have 150+ Happiness. In order to check happiness, you may use the command /happy 1-6 (1-6 defines the slot the Pokemon is in, example: /happy 1 will show the happiness of the Pokemon which is 1st in party.) For more information regarding Happiness and how to increase it or decrease it, feel free to check out this guide. The problem should now be resolved, based on your previous answer.
