I was going to fight the Youngster Billy battle in order to gain some experience but when he approached me the dialogue did not open. Now my character is stuck in this position. When I log in he approaches me with the exclamation point above his head but never starts the conversation to battle. Please help.

I think you had log outted So the Server was forced to save, that the battle was finished. So now you need to wait 7 days to fight with him again.

The server were down due to technical issues, could you please try to log in the game again and check if you are still stuck?

Do note that Route's trainer need 7 days before being able to be rebattled again.
