how i can learn blissey heal bell move? But i dont known how do this :( i read on bulbapedia that i need move tutor but i cant find him :/

https://pokemonrevolution.net/forum/viewtopic.php?f=89&t=3669 this is a list of available tutors and tm's which can be bought. check this list for heal bell. You might also consider the egg move tutor, since blissey can learn heal bell by it (if you already proceed that far in the story).
