I'm sorry for the inconvenience.

I would like to inform you that those two Gyarados and Dragonite are native of Johto. As you are still Kanto and you have never played Johto before, it is normal to have them locked into your PC and not usable as for now.

You will be able to use them as soon as you start the Johto region.
