No, only devs can delete accounts. If you want to restart you'll have to create a new account.

Your login name is your ingame name. You can costumize your character on the begin, also there are much clothings that can be bought in the coin shop(or from players) or ingame in lavander/ecruteak.

Mostly cause you can "abuse" it and "delete and retry" just to get a good Starter, I guess.
