Psyduck Hat Quest Bug

When I got to cut the tree on Route 25 it notifies me that someone needs help. I look around for the Psyduck for the quest but there is nothing in the water on Route 25. I also don't see any Psyduck's in any of the locations mentioned in the guide so I take it the quest has not been started.

Unfortunately the quest you're trying to do is for now removed and there's no estimated time on when it will be available again.
