As i saw in the screenshot you provide us, the PokeTime is in morning. To evolve Happiny you will need level up him a lvl during Day and Happiny will need to hold an Oval Stone.

Follow the following quote to know the time in PRO:

  • Morning: From 4 AM to 10 AM
  • Day: From 10 AM to 20 PM
  • Night: From 20 PM to 4 AM

Following the quote you will need evolve your Happiny during day time from 10 AM to 20 PM. During this time you will need only level up him a lvl to make him evolve in to chansey.
