Unfortunately we can not de-evolve pokemon due to technical restrictions with the tools, the same comes with the iv's, gender, nature or ability of the pokemon, i hope you understand it and if we couldnt would be unfair do it just for you and not for the other users what got the same problem and got a reject on their requests for the same thing. Greetings, @polegadas Sorry for the inconvenience. if you lost to a NPC of the sinnoh quest you should be able to get back to hoenn region through the ship on vermilion's Dock or walking to jhoto and going to hoenn through Nap island and after that just go back to the NPC. When you're not the champion of the region you cant use other region pokemon, for that you cant use your kanto pokemon on jhoto region, but when you get the elite 4 of jhoto you will can use them for defeat the elite 4.
