The only way you could use to get a shiny stone in Hoenn would be buying it in the pvp-coin shop for 5 pvp-coins.

To have more information of where you can get this item look the following locations:

• Diamond Domain B1F - Hidden.
  
• Rock Smash Spots at Love Island by chance.
  
• At any pvp-coin shop for 5 pvp-coins (Vermillion, Blackthorn, Mauville and Canalave).
  
• Possible boss reward by Officer Jenny and Pumpkin King.

In my own error i forgot add the fac you can buy shinies stone via Trade Chat, because that item is tradeable.
