Can't go to Space Center 2F

Me (Trainerleo) and my brother (Leander) both have beaten Deoxys and all 4 regions. However today I tried to go to the Moon in his account and I couldn't but I can on mine... In the Leander account a police officer is blocking the stairway to the 2F at the Mossdeep Space Center but in the Trainerleo account he is not there and I can go to Moon.

I don't think we did anything diferently, so I don't understand. Is there some special requirement for the police officer to let you pass at Mossdeep Space Center?

Sorry for the inconvenience.

As you said you have completed one of the requirements to go to the Moon, but to get access and make that guard disappear you need go back to the start of Hoenn region and talk with the professor Birch. After talk with him you will have access to go to Moon but remember you have to pay 15.000 Pokedollars before go.
