Checked the whole base, defeated everyone in it, except greg with his annoying eeveelutions (Don't know if his pokemon are scaling lvl or not because my pikachu with 30 speed IVs and nature with +speed cant even outspeed a vaporeon)

 

Description and Message

So I am doing the eevee game corner quest but I got stuck.

I got the card key, elevator key and defeated everyone except greg (Maybe I need to defeat him but it is not said in the guide)

Whenever I try to open the hidden passage with the card key a message pops up with the message: I better first know about the whereabouts of the eevee

 

I don't know what to do stuck there for a few hours already.

after defeating giovanni you're able to check those machines. check the 5 machines (they're all over the rocket hideout). You'll eventually find eevee in one of those

Thats the problem I can't challenge giovanni because he is behind the secret door, and I have the card key but it won't let me go to the room with giovanni.

You do have to defeat Greg and his very annoying eeveelutions. He is the one that gives you the needed information about eevee's whereabouts.

Do you know by any chance how the ?? lvls work? Is it scaled or are the levels just hidden.

Those are hidden levels, however i'd recommend lvl 40-50 at that stage of the game
