Sorry for the inconvenience.

To get the pokemon Gengar you need evolve a Haunter via trade, this means you give this pokemon to your friend, and he give you it back and it will evolve into Gengar, if you dont have anybody to realise this trade you can make a post in our Evolution & Delevel Megathread and request the help of a staff member to make a trade evolution.

 

Regarding how to evolve Poliwag, poliwag evolves into poliwhirl at level 25, but to evolve this pokemon you have to give him a Water stone to make him evolve into poliwarth or give him a King's Rock and trade it to make him evolve into politoed.
