The requirements to catch a 2nd legendary bird are the following.

Requirements for a Second bird:

▪︎30× Gems depending on the bird

▪︎120+ IVs for the Pokemon

▪︎201+ evolution data

▪︎401+ Caught Data

Please check if you are eligible to catch the a second legendary bird by the requirements I posted.
