That is indeed correct. The move bounce is bugged and it shouldn't actually hit through protect.

 

Our dev's are currently working on a big PvP update, with a whole new code where every Move, Ability and Item will work. In regards of that it would delay the big update if they would invest time to fix current bugs, so they won't do it for now, but I thank you for reporting this bug.
