That is troublesome. Let me suggest a few things.

1. When trading, do you or your friend have a slot open in your party? If the Haunter goes straight into your PC, it will not evolve. Try to ask your friend to only have two or three pokemon in your party, same as you, then try to trade evolve again. This will ensure the Haunter does not transfer to the PC immediately. I apologize if you have already tried this, but please try once more.
   
2. There is currently a known bug where pokemon fail to evolve once they reach full happiness. Trading reduces happiness, but you may need to battle with your Haunter once and then try to trade again. There is no ETA on this bug fix.
