Clefable can't learn Softboiled

Hi, my Clefable can't learn Softboiled, I tried with the move relearner, the eggmove tutor, and with the TM that i bought in goldenrod, as you can see his ability is Magic guard and not unaware so he must learn it.

If you can add it manually, i want it in place of psychic, thank you

I use the Move-Tutor in Celadon, next to the water and it work well for me.

Iirc, Clefable can only learn it by this way.

Also it is gonna cost you a bit more than the TM in Goldenrod. Gonna be 15k iirc.
