I do know for sure that this pokemon evolve by happiness and during daytime and I did evolve my old riolu at 100 before

This time something is not right and he wouldn't evolve after a battle. Need help to fix this please thanks!

I am sorry for the inconvenience caused.

 

I have gone ahead and de-leveled your Riolu, could you please try the following to see if they help you evolve your Riolu.

 

‣ Restart your client.

‣ Completely close and re-open your client.

‣ Let the pokemon faint, close the client and re-open, battle a pokemon.

‣ Lower its happiness, raise it and try to evolve then.
