I swear there's no walkthrough for this. I've caught a dog and talked to scientist in the tower again. He says to collect bell pieces from criminals. Upon defeating one they give you a hint where the next is. My problem is that I have no idea where to go after defeating Gorje on route 45. He said something about the next guy getting caught by the Johto 5-0 and ends the discussion.

 

Of everyone I speak to for help on this one suggests it's the George boss in kanto (which I can't access) and another suggests the guy is "above goldenrod" which I couldn't find. If there is a walkthrough for this can I get a link? If not can I get some direction of where I'm supposed to go?
