Chaperone

I swear there's no walkthrough for this. I've caught a dog and talked to scientist in the tower again. He says to collect bell pieces from criminals. Upon defeating one they give you a hint where the next is. My problem is that I have no idea where to go after defeating Gorje on route 45. He said something about the next guy getting caught by the Johto 5-0 and ends the discussion. Of everyone I speak to for help on this one suggests it's the George boss in kanto (which I can't access) and another suggests the guy is "above goldenrod" which I couldn't find. If there is a walkthrough for this can I get a link? If not can I get some direction of where I'm supposed to go?

I posted on this earlier but didn't get any helpful replies. I would like to know if this was intentional as well considering the dialogue speed is so slow now. I also noticed that pokemon following you kind of jut around and sometimes move sideways when you turn while walking.

The nerf everything update was great and all but the npcs for me (and several others) are moving at half speed. Dialogue speed is also moving half speed and pokemon following the player kind of warp around a little when walking (as if its also walking half speed but is teleporting or something to keep up with the player).
