i have finished the story line of 4 regions and now i want to go to moon but i can't go through the guard they told me out of permission and then i went to sky pillar i saw a lv 100 rayquaza after i defeated him and he flew away and i can't go to moon so what do i do now to go to moon i really need help :((

So as you've said you've beaten four regions. The requirement to go to the moon includes Hoenn Champion which you have. Now if you want to get access to 2F of the Mosedeep Space Centre, Speak to Professor Birch in his lab at Little Root Town. He will then grant you permission to access it.

first go to prof. birch, talk with him, and after that go to mosdeep city, and u can go to steven company, in 2f u talk to someone to bring u go to moon, u can pay for 15k, ok
