I have been farming Fletchling for several days and couldn't able to encounter with any of it yet. When I check tier information from reborn bot, it's t8. t8 shouldn't be that much hard. I encountered in the same route with Skuntank several times which is t8 as well. Am I missing something?

In terms of the coding theres no such thing as tiers. The rarity is put through a formula to determine what tier it is just as way to describe it to the players. There is a harder Tier 8 to encounter and an easier so that is probably why you are encountering more Skuntank.

 

If you want you can try and repel trick the pokemon there. If you do not know what it is, you can take a look at this guide.

 

Also Fletchling can be repel tricked all day at Route 225 all day (M/D/N) and the given repel level range is between 56-60.

I'm so sorry to hear that you are having a hard time encountering a fletchling in route 225.

 

As waleed said, even if the two pokemons have the same tiers, depending on the spawns and tiers in each routes the encounter rate could be thought as differently.

Note that encountering rare pokemons are based on chances, so it requires a bit of luck.

 

I recommend you to use a method called "repel trick", where you can only encounter certain pokes in certain areas by using repel.

The place you are hunting, route 225, you can repel trick fletchlings with a level range of 56 to 60.
