I have an issue with my poliwrath swift swim.

my poli's speed is 236.

 

but it was outspeeded by mew when it was raining (drizzle), and the mew didnt use any priority move it was also no changing weather at that time.

 

I was also outspeeded by electivire when it was raining.

 

but when i use kingdra, I can win their speed (elec and mew), my kingdra speed is 295.

Are you sure that your foe didn't pass a speed boost by using the move baton pass? Because mew is sometimes used as a baton passer in pvp.

I am 100% sure sir, mew only used calm mind which didnt increase its speed

update : i was also outspeeded by snorlax this morning, same condition, raining (drizzle) and the same poliwrath swift swim as I mentioned above.

i used circle throw which was -6 in priority that makes him move last,
