down lvl for my gyarados

Hi guys!

I have one problem now.

i have had one gyarados lvl 60 for heatran quest but when i come to route 227, i was fighting one npc.

And now my gyarados lvl 61 :( .

Can support for me down lvl my gyarados to lvl 60 please.

because i had to try hard train ev for heatran quest.

Thou, back in August, the staff could not de-level a pokemon below level 97 from my request, so I am unsure if they are able to do it now.
