Hello @BrandonLee1 ,

 

Cottonee does not evolve via leveling up. Cottonee evolves when you use a Sun Stone on it.

 

Please let me know if this solves the issue.

i know that i evolve with sun stone but he back to level 97 and back to cottonee too
