i guess it's 64-bit.

if so, download the 32 bit and try to do it with that.

 

Windows 10 also has many problems with PRO. I recommend to follow up this guide https://pokemonrevolution.net/forum/viewtopic.php?f=16&t=14738 if the 32 bit doesn't work.

have you tried to reboot your router, then run PRO, also maybe try running the program as administrator.
