its called speed tie, it will depend on luck, if I understood you correctly, you mean if a timid gengar with 31 IV and 252 EV in speed VS a timid gengar with 31 IV and 252 EV in speed who will attack first in this occasion ? well this is called a speed tie with a random choice of who will attack first.

Sorry for the inconvenience.

If in a battle you fight vs the same pokemon with the same Spd, the same Evs and the same item (choice scarf) it would depend on the Speed Tie, and would randomize who attack first, you will have a 50% of attack first and your opponent the same, 50%.
