I accidentally said no to brocks quest is there any way for me to restart it?

I was walking through pewter city and talked to brock by the road. I saw that he had some quest available and when I tried to click yes I accidentally clicked no and he disapeared is there anyway I can restart the quest or somewhere else I can start it
